If your battery reads 12V but Starlink won't power on, the issue is almost always voltage drop under load rather than the power supply itself. A battery can show full voltage at rest and still sag once the dish starts drawing power. Check wiring size (the most common cause), state of charge, fuse condition, ground connections, connection quality, and any corrosion in the circuit.
